As a result of changes to national guidance, the Secretary of State has directed the Council to 'save' particular policies in the Local Plan until such time as they are replaced. There are eight policies in the Local Plan which have now been deleted because they repeat national guidance or because they are no longer applicable.
The Borough-wide Supplementary Planning Guidance was adopted in 2004 and provides further detail on the application of planning policies in the Local Plan. It was updated in 2013, following a six week consultation period, with a new set of dwelling, bedroom, garage and private garden size standards. An adoption statement and consultation statement have been published to support this update.
The Council has also published a Supplementary Planning Guidance for Waste, updated in february 2017 (see document list on right hand side of page).
Interim policies have been agreed by the Council’s Planning Committee in light of changes to national planning guidance and will be used to help determine relevant planning applications.
Interim Policy for Residential Car Parking Standards
Interim Policy for Non-Residential Car Parking Standards
Interim Policy for Houses in Multiple Occupation
Interim Policy for Locally Listed Buildings - Local List adopted Dec 2011

An article 4 direction is made by the local planning authority and restricts the scope of permitted development rights either in relation to a particular area or site, or a particular type of development anywhere in an authority’s area. Where an article 4 direction is in effect, a planning application may be required for development that would otherwise have been permitted development.
In October 2013 the Borough Council published an Article 4 Direction to remove permitted development rights for the change of use of offices to residential use throughout the Borough. The Secretary of State for Communities and Local Government has now given notice of his intention to approve the Article 4 Direction subject to modifications so that it will now only apply to specified employment sites in the Borough. The approval notice came into effect on 6 November 2014. The direction and map of the specified employment sites can be found below.
