Hertfordshire Warmer Homes

The Borough of Broxbourne welcomes the introduction of the Hertfordshire Warmer Homes Scheme.

The World Health Organisation recommends that a safe indoor temperature for your home is 21°C (70°F) during the day and 18°C (64°F) at night particularly if you are over 75, have young children or have a long-term health condition.

Cold temperatures can have a serious impact on your health and are linked to a number of health conditions including respiratory disease, strokes, falls and flu. However we also know that for some people the concern about the cost of heating their home is very real.

The Hertfordshire Warmer Homes scheme is here to help. It is run in partnership by the District and Borough councils in Hertfordshire and Hertfordshire County Council and can provide free or discounted home energy improvements.

The scheme aims to make homes easier and cheaper to heat by offering free or discounted energy efficiency measures, such as insulation and heating repair, or fuel switching advice to low-income and vulnerable households. This will reduce health problems and can prevent deaths in very vulnerable people.

The types of improvements that may be available include:

  • Loft insulation
  • Cavity wall insulation
  • Solid wall insulation
  • Boiler repairs
  • Improved heating controls and heating systems
  • Draught-proofing


Advice can be offered on energy switching to try to find a lower tariff and other energy saving measures.
Generally, only owner occupiers and tenants in private rented housing are eligible and the scheme is targeted at households with low incomes and with certain health conditions.

The Council has approved a Statement of Intent, which means that even more people will be eligible under the scheme.

The scheme is managed by Hertfordshire County Council in partnership with the 10 district and borough councils in the County. The scheme offers free or discounted home energy efficiency improvements (delivered by YES Energy Solutions Limited) through access to funding from the Energy Company Obligation (ECO).
