Discounts and exemptions

You could qualify for a reduction in the amount of council tax you pay, for example:

  • if only one adult lives there, or is counted as living there
  • if the property is empty and unfurnished
  • you may qualify for council tax support or second adult rebate
  • if you are disabled, a student or fall into another disregarded category

Important Notice - Changes from 1 April 2013

The Local Government Finance Act 2012 passed in October 2012 introduced changes to some council tax exemptions and discounts.

Class A and Class C exemptions which relate to uninhabitable, empty and unfurnished properties are to be abolished with effect from 1 April 2013 and replaced by a local discount set by each Local Authority. 

Please find below the changes agreed at a meeting of the Full Council, of the Borough of Broxbourne, held on 18 December 2012.  The Council took the opportunity to review another discretionary discount relating to second homes and furnished lets.

Properties requiring structural repair to make them habitable

Eligible taxpayers were historically awarded a 100 per cent exemption for a maximum period of 12 months known as a Class A exemption. From 1 April 2013, this exemption ceased and no discount is now awarded in these circumstances so the full council tax for the band of the property is charged.

Unoccupied and unfurnished properties

A discount of 100% of your council tax is offered for a period of up to one month where your property is unoccupied and unfurnished and the discount has not been previously applied since the property was last occupied.  An inspection may be required.  This discount is set by the Council; the percentage or period may vary in future years.

Second home discount and furnished lets

Owners of a second home or furnished let were historically awarded a 10% discount against the council tax payable.  From 1 April 2013, this discount was withdrawn and the full council tax is now charged.
